Damaged passport? What counts, and whether you can still fly on it

A passport with water damage, torn or missing pages, a loose cover or unreadable details can be refused by the airline at check-in and by border officers on arrival, and the US and UK passport offices both tell you to replace it rather than travel on it. Normal wear does not count: the US State Department says folded pages and small bends are fine. The fix is a new passport, which in the US means applying in person with Form DS-11 ($130 plus a $35 acceptance fee) and in the UK a replacement costing £102 online. Do it before you book anything non-refundable.

What counts as a damaged passport

Official definitions agree on the core: anything that makes the passport unreadable, incomplete or possibly tampered with is damage; ordinary wear is not. Here is how three passport offices draw the line.

“Unofficial markings” catches people out. A child’s doodle, a phone number jotted on a visa page or a souvenir stamp from a tourist attraction can all make a passport look altered. So can a peeling photo or laminate. The UK list is the strictest in wording: HMPO says that if your passport is damaged you must replace it and you may not be able to travel with it.

The chip matters too. The Australian Passport Office warns that a damaged chip may not be read by passport scanners, which can mean delays at border crossings. A bent back cover, where the chip usually sits, is worth checking if you carry your passport in a back pocket.

Can an airline refuse to let you board

Yes: airlines can deny boarding when you do not have valid travel documents, and a passport that looks damaged can fail that test. The UK Civil Aviation Authority lists inadequate travel documentation among the reasonable grounds for denying boarding, with the example of a passenger who does not have a valid passport. The European Commission’s Your Europe guide says the same for EU flights.

This refusal carries none of the compensation that comes with being bumped. The airline is not overbooking you out of a seat; it is declining to carry someone it expects the destination to turn away. Canada’s travel advice adds a practical point: the transport company may enforce stricter document rules than the country itself.

Whether a particular agent accepts a particular scuff is a judgement call, and you cannot appeal it at the gate. That is why the honest advice is not “it will probably be fine” but “replace it if you are unsure”.

How to replace a damaged passport before a trip

In the US, apply in person with Form DS-11, include a signed statement explaining the damage, and hand over the damaged passport; in the UK, apply for a replacement online for £102 or on paper for £115.50. A damaged US passport does not qualify for renewal by mail, so budget for an appointment at an acceptance facility.

While you are at it, check the expiry date and the blank pages. Many countries want six months of validity left on arrival, which the six-month passport rule explains, and Nepal’s visa on arrival goes straight into your passport, so you need a clean blank page.

If your passport gets damaged abroad

Contact your country’s nearest embassy or consulate before you try to fly, because a replacement or emergency document is far quicker to arrange than a refused boarding. US embassies and consulates can issue emergency passports, the UK issues emergency travel documents to British nationals whose passport is damaged, and Canadian offices abroad can take emergency passport applications, though not every office offers that service.
